Strange draw distance behavior, all tracks, all mods, fresh install too

I've got a weird bug with draw distance, on seemingly every track, every mod, my main reshade install or a completely fresh reinstall that I just tested. I'm not sure when it started, I've been living with it for a while, but I'm sick of it now.
Basically, 100% draw distance doesn't draw the entire area. Often, especially on longer tracks, it doesn't even draw the whole track. It's especially noticeable at tracks with day to night skies, as they never seem to show up right in the mirror, sometimes even in the windshield (though in this case, it's fine out the windshield):

It's also pretty clear in this shot at Sonoma, where you can see half of the ferris wheel is in the draw distance:

Just to make sure, I tried a fresh install, and found this:

Is there something up with my computer? Can I somehow turn draw distance up past 100 to get around the problem? Did I just make a dumb mistake somewhere? I'll be entering the backstretch at Daytona and there's no turn 4, really annoying.

All I can say is your first mistake is using reshade, it's been doccumented to cause more problems than it's worth. Second is we can't help you unless we know a little more about your system, and how you have your settings done. Some day to night transition tracks (very few have been made) will state in their read me that the black sky in the mirror is un avoidable, as it has to be that way in order to get dark.

Sorry I forgot the specs, settings, etc:
Alienware 15 R4
Processor: Intel core i7 8750H CPU @ 2.20GHz
Nvidia GeForce GTX 1070 card
16 GB RAM

I normally run 1600x900x32, occasionally I swap to 1920x1080x32, always using the bullring calculator to redo Rend_DXG
Car quality, mirror quality, etc. always maxed, draw distance 100, field of view 65, all features, effects, lighting checked, and ground shadows from cars and structures, but no shadows on cars.

I wasn't aware of reshade causing problems, I've never been a big forum user so I'm a bit out of touch on some things like that.

Also, the problem exists without reshade, without graphics tweaks, on a clean install that I just threw the mod and track folders into.

As for the mirror thing: yeah, bad example, but as far as I know, out the windshield with 100 draw distance, I'm supposed to see everything there is to draw, right?

My screen shot doesn't look like yours.
There's a chance the person who made the track didn't make the TSOs visible from long distances.

Try a stock track and see if you can see better.

hmm, on the stock track it's definitely less of an issue, but there's still some pop in going on. The landscape itself doesn't disappear on the stock track, though, here's the version I was using: (Sonoma 2019 short)
