CarViewer Framerates

Is there any way to limit the framerate in CarViewer? I have an AMD RX580 GPU, and when I launch CarViewer it puts the spurs to it:



I've tried capping the framerate from the Radeon software using V-Sync and other Radeon settings, but nothing I've enabled has worked yet. Is there a way to edit the CarViewer program to implement a frame cap so my computer doesn't try to fry itself from the inside?

I noticed I hear a whizzing sound from the tower as well when I open the app. Didn't think twice about it but now it's got me thinking.
