It seems several of the cars have had it during that weekend, as the #70 in the picture above has it too. Found pictures that also show it on the #26, #43, #18, #12, & #48. Sadly, with the #26, it was only on the Driver side, otherwise we probably would have had a decent shot of it in VL since all the shots are of the passenger side.
I've attached below the cleanest view of said decal that I could find, and it was from the #78 of Kenny Wallace that weekend. Hopefully this will help you to recreate it sorta.
Looking @ historical Jayski and no luck as there's no mention of a specific B-Pillar decal for all the cars.
DIS, NASCAR Honor Bill France Jr. During Pepsi 400 Weekend: NASCAR legend Richard Petty will drive a specially designed Daytona International Speedway/NASCAR tribute car in honor of the late Bill France Jr. prior to Saturday night’s Pepsi 400 NASCAR NEXTEL Cup Series race. The on-track tribute highlighted by Petty is just one of several tributes that are taking place during the Pepsi 400 Weekend at Daytona International Speedway. France, who helped build Daytona International Speedway in the late 1950s and served as President between 1982-87, passed away last month at the age of 74.
The tributes for Bill France Jr. include:
* With Petty, the specially designed Daytona International Speedway/NASCAR tribute car will lead the Pepsi 400 field during the pace laps and slow as the field splits with the car falling to the back of the pack.
* A moment of silence held before Friday’s Winn-Dixie 250 presented by PepsiCo Busch Series race and Saturday night’s 49th annual Pepsi 400 Nextel Cup Series race.
* A special video tribute will be shown on the Nextel Vision screen during Saturday’s pre-race festivities.
