Odd framerate issue right from game startup

SO tonight I wanted to set up a race and just watch. I've done this hundreds of times over the years. I did not take the time to set up my wheel and just loaded up the game with intent to start the race and immediately retire from the grid. Again, nothing I havent dome hundreds of times. BUT tonight I open the game and even the menus on the home screen are running slow. get to the track it takes forever for it to load the 10 cars into ai. get on track and my fps is 6 at best and 1 at worst. I tried turning everything graphical way down or off while I normally run with nearly everything maxed out on this computer.
I tried rebooting the system multiple times same issue. Tried different mods, different tracks, same issue. I have had no system updates that would have killed it so I can't figure out what is ging on. I ran league races Sun, Mon, and Tuesday and actually did a random watch AI race like I wanted to do tonight yesterday with no problem.
I am on windows 11, I run in compatibility mode. My video card is a RTX4070 it shouldn't be an issue. I'm at a loss for words. Could my wheel not being connected somehow magically cause a lack of framerate?

I think it has to do with the wheel being disconnected. I ran into the exact same issue a few months ago, and found out the game only stuttered when there was no USB input device. Don't know why it does this, but if you don't want to hook up the wheel but still want to get rid of the framerate issue, connectiing a Xbox Controller via USB should do the trick, that is what I do.

I think it has to do with the wheel being disconnected. I ran into the exact same issue a few months ago, and found out the game only stuttered when there was no USB input device. Don't know why it does this, but if you don't want to hook up the wheel but still want to get rid of the framerate issue, connectiing a Xbox Controller via USB should do the trick, that is what I do.
huh. That is so weird. I have never had the issue before in 20 years. That's why it has thrown me for such a loop. Maybe there is something with the way newer operating systems are handling the game that keeps it searching for a device and causing the bog down? Just a theory.

Look, some time ago, out of nowhere my game dropped from a constant 50-70fps to 15-20. I did all the possible processes, after all, we also played for years and years.

In the end, I discovered that when I took out compatibility mode, it recovered about 20fps, but it never went back to what it was and I don´t know why. Windows 10 and I assume it's some recent update that did this. Yes, the process even included formatting the PC.

Wow great tip about the controller! I run NR2003 on my laptop to just watch the AI and check ratings etc. I was always puzzled by the stutters and degrading fps and then I pugged in a controller and voila, no more fps jumps. Never heard of that tip before. Thanks!
