I had Downloaded the fixed d3d9 files after my NCS21 mod was casting shadows over the cars but then that made my game look blurry, so i did the rend_dxg.ini fix to fix it but oddly enough that didn't do it; I decided to run my Config.exe again and the issue was gone after that. But for some reason it was running in full screen despite me clicking windowed. Im wanting to just stream/record NR2003 through OBS as an application source but it freezes on OBS when i try that.

I am not looking at it right now but nr2003 was originally fullscreen, so when you run config it probably set it back to that. Set it to windowed in the app.ini(I am not looking at it) fullscreen=0, I don't have OBS but it is probably new because I haven't heard of it until now, maybe it is using a framework that won't work with nr2003.

If you set fullscreen to 0 in the app.ini then it will be in a window and not fullscreen, whatever add-ons you are using could be removing the title bar, if I change mine it has a title bar, what you might want to do is remove your dx9 you added and then try for the window then go from there.
