how can i fix random fps drops on all mods/tracks?

basically what the title says. i face random fps drops from about 145 down to 20 for about 1-3 seconds every so often but at random times. I have deleted mods, lowered or shut off all high graphical settings, switched mods, switched tracks, updated my d3d8.dll, redownloaded my shaders, did the 4gb update. But i cannot find anything that fixes this issue. I'm newish to NR2003, so I'm probably missing something, I only downloaded it roughly a year ago but I've barely been able to play it because I've had these issues on every race I've attempted and eventually just gave up on it but I desperately want to make it work.
I'm not giving you much information to work with because I'm too ignorant about this game and modding to provide the information unless you can tell me what specifically would help you diagnose it as I don't even know where to start.

Here's what you do, install another install, do the 1201 update patch, do the 4g patch, get the d3d8 latest version, do all the graphic tweaks. Don't add anything to it, run the game and see if it runs correctly. If it does, add in one mod at a time, see how that runs, add in one track and see how both mods run on that track. Keep doing this until you find the culprit that is causing all your issues. Remember, check your mods car file sizes, this game don't like large car files. Research out your graphics card and do the proper settings for it in the cards control panel. DO not add reshade until you have your game running good. IMO, reshade causes more issues than it's worth. Expect to spend at least 2 weeks or so doing this, it's a...

i actually tried that but I don't believe I tried it without the reshade so ill give it a go without the reshade
UPDATE: THANK YOU THANK YOU THANK YOU! I can't believe I hadn't tried removing the reshade before this but it did the trick! I greatly appreciate you taking the time to help me resolve this.

Last week I had this problem that appeared out of nowhere, and it wasn't reshade because I don't use reshade.

After several processes, I discovered that after applying the 4gb patch, if I put it in compatibility mode, the frames drop. If I disable compatibility mode and keep administrator mode, the frames return to normal.
