I'm so sorry, I've seen this on the site before but I forgot where and I can't remember how to fix it.

Nascar 03 crashes when I go to hit 'drive'. The track does load in but it just stops when I hit it. How do I fix it?

Unless you tell us if you are using Windows 10 or not, and if it's a laptop or desk top computer, what your vid card is, there too much guessing on what to tell you. All you had to do is unzip the no cd exe, go to your NR2003 root folder, move the game exe out, move this new one in, then just double click it to start the game. Why would you run the config exe....has nothing to do with the game exe.
Next thing to do is a fresh install, leave the old one installed, just name the new install different like Papyrus2, once installed don't change anything, see it it runs first (assuming you have the cd of course) If you downloaded the game, change out the game exe with the no cd exe then start the game.

Update: Followed the Graphics tutorial (to the ebst of my ability, my laptop has an AMD which didn't have all the CP settings) and it fixed my blurry display, but not the crashing when hitting drive error.

Sorry, I forgot. I'm using Windows 10, Laptop (HP Envy X360), my vid card is AMD Radeon 6, and my CPU is AMD Ryzen 3.
Regarding running the configexe, I though that the exe was meant to be run.

I had this problem recently and ity was fixed by disabling DEP.
My AVAST security software turned DEP back on when i hit "resolve all" when it said some of my security settings were weak. Later on I actually read what Resolve All did and one of the things was turn DEP on.
Maybe other Anti Virus programs are re enabling DEP in the background?

You don't need disabling DEP just add in exception list https://www.lifewire.com/exclude-programs-from-dep-data-153349
