After years of it being on my mind, I have finally gone ahead and made my dreams reality. I present to you, through 21 hours of work (so far), the Nascar Thunder 2004 Spotter and Crew Chief Pack.
Currently, 292/565 files have been replaced with files from the PC version of the game (after wasting six hours on the PS2 version, which ended up not working) which I had to painstakingly locate manually (they are in vaguely labeled .DAT archives), listen to a billion times, edit, and convert to .wav. So far I'd like to say it has been worth the effort because as soon as I reached a satisfactory result, I was eager to share my work. The remaining unreplaced files are vanilla, so keep that in mind.
This is still a work in progress, but I have listened to all the spotter and crew chief voice clips and can probably still assign more to replace the existing ones. Unfortunately, in addition to the game being completely different, some of the audio files are different too and I have not been able to locate things I know I have heard while playing the PS2 version, such as a notification that the leaders have started pitting.
