Well, if Dodge does end up getting back into NASCAR in the next few years, it might not be with either the Charger or Challenger models (which are scheduled to be phased out in 2024). More info below:

No.
Maybe not the Dodge brand? Plymouth comes back?

That means that Plymouth would have to make and sell cars again?

Aside:
Does a real car company have to enter? Would it be technically possible for someone to scratch invent a whole brand?

(ie. Red Bull building Alpha Tauri Cup cars?)

There are coach builders/custom shops that do a modern Cuda using the Challenger as a base.

So I reckon they could just throw some new badges and a different grill on there, sell it as a dealer 'Exclusive' from the manufacturer.

Not sure what NASCAR's rule is... Ol' school 500 cars like the FIA once had or just 1 road model like the ACO? lol

There have been in the past, cars which have been unsupported by the manufacturer.

MBM Motorsports had Zombie Dodge for a while; followed by Zombie Camry.
888 Engineering in Australia ran Pink Pig badges on the front of its Falcons, Erebus Motorsports runs an E badge on the front of its Commodores.
To that end, I always wonder if a current Mustang runner is forced to call their thing a Mustang. Could they sport Mercury Badges front and rear and call it a Mercury Comet?

I don't know if anyone actually has run a car which never existed. Next Gen was built as an agnostic platform.

At this point with every company looking to go full EV by 2030, NASCAR is in a bit of a bind. They already have struggled for years with the cars on track not being close to thier road going counterparts, but now those road going counterparts will be all electric, and if the current changes are not going over well with majority of the fan base, electrification will definitely put them in a hole.

At that point I feel like they might either just go full spec and/or embrace the shillouette racing side of the sport and go completely fuck road relevence, we will do what we want, haha fast car go nyoom and let the teams slap whatever decals they want: Charger, Camry, Camaro, Tahoe, Accord, Cybertruck, Model T, whatever the teams decide to do.

I would argue that from about Gen 4, when this is a Cup car...

...they were already there.

The last Cleveland V8 was produced in 1982. The last Cleveland V8 car... 1984?

Racing series around the world have been using electric & hybrid power for years. So racing applications are an easy option.

In the long run this might make the sport healthier. If they become NASCARe then even more manufacturers might enter the sport.
