V Sync

I can't get the V Sync to turn on in the Nvidia control panel for some reason. It says its on. But when I'm racing its not working. I don't use reshade anymore. But if I drop the d3d8 file into the root folder the V sync works, but I dont get good quality graphics then.

I tried to cap the FPS to 60, but give me a worse screen tearing than i have before.

I tried to cap the FPS to 60, but give me a worse screen tearing than i have before.

When the v sync was working right and turned on , yes FPS are capped at 60. But my game seemed to run smoother that way. AI cars are not stuttering around the apron when you go by.
