Here's another tip for newbies. This is to help you in getting colors you need to do your work in. First of all here is a pic of the tool you will need. It's called Eyedropper in PS or could be something else in another progrram - Gimp or Affinity, etc.

Ok, you see I have clicked on the little eyedropper to make it active. Now let's pick some colors. Here's a screenshot to help.

Say I want to paint my bottom base layer black. I take my cursor and place it over the black area. I click on that and in my color box black should be enabled and I can then use my paintbucket or brushes to paint what I want. Now, you have an upper base layer you want to paint blue. Enable the eyedropper tool again and click on the blue area. Now, as before, you can use your other tools to paint the upper base layer blue. Say you want to go back to black. In PS you can go to the color dialog box and click on one of the boxes and black will be enabled again.
