So, I'm working on an F1 2021 soundpack for NR2003, but it seems like the bitrate is a little too high for the normal, if anyone could help that would be awesome.

(Pic for reference, left is default, right is new sound.)

I don't know if this will work, but you can download Audacity and try to change the bitrate of the file. Note that it might end up changing the pitch and you'll have to make more tweaks to get it right. It's been a moment since I did sounds so I can't remember 100%

I've done some soundpacks mostly for myself, and the program I use is Adobe Audition 1.5, it HAS to be this version in order to work.

also, I don't remember from where did I get this info but, when exporting the sounds these are the forms they have to be in order for them to work:
Winsotn_ (cockpit)
Rate(Hz): 22,050
Bit depth: 16
Channels: Mono/Stereo

Winston_ext_,Winsont_extd_ (external sound)
Rate(Hz); 22,050
Bit Depth: 16
Channels: Mono

Win_,Winnf_ (AI Sound)
Rate(Hz): 22,050
Bit Depth: 16
Channels: Mono

Player Engines are as follows.
winston_ &win_### = Cockpit
winston_ext_### = External
winston_extd_### = External

Ai Engines are as follows.
winnf_###

###: varies from one sound to another as of high, med, low, start, etc.

I actually use Audacity and I believe the website you're talking about is this. But it says I can use Audacity, is it something to do with me exporting it as a Signed 16 bit PCM?

Well, maybe, I have never used Audacity but maybe give it a try and see (or hear) what happens with it, if not then Audition is the one to go then
