Reshade on d3d9?

So I had a very weird issue where nr2003 does not want to load no matter what I did. The only solution I found was to delete d3d8.dll, which fixed the problem quickly. Only problem is now, reshade doesn't appear in game and the car graphics are still subpar. Is it possible to set up reshade to run d3d9.dll?

Update: I used a program called dgvoodoo which is designed for older games. I used their dll files and ran reshade on directx10+, it works perfectly for every mod but the original cup mod (og cup mod in this system has a bunch of graphical meshing/maybe template issues I can't seem to fix)
