I've been using NR2003 since the beginning. Never really understood the difference between using OpenGL and DirectX. I have a decent Alienware PC (about 6 years old) with a GTX 980 card. I always have cars reduced to 1024 size and settings are not too high. With OpenGL I get good graphics and about 35-40fps. I usually have too wait about 3 laps for these frame rates to kick in though. The graphics trying DirectX are not great and lots of wavy lines on tracks. Should I stick with OpenGL, or try to get better graphics somehow with DirectX?

Are you using the No-CD version and have you done all the patches that are out. Did you do the 4gb patch and the Graphics tutorial?
What do you have for memory.

You should go to your DirectX properties and make sure that you are
running the retail version and not the debug version.

800 x 600 x 32 resolution?

I have always found Opengl to be not good.

Always found DirectX to be the best.

Was it always like this or did it just start to happen?

I'll add that you really shouldn't be having any problem with
a computer and card like that, I'm really thinking it was not always like that.
Even without the patches and graphics fixes your fps should be very high.

I am using no CD. I have done the patches and most of the graphic suggestions. I have 16 GB of RAM. Not sure about DirectX version - I'll have to check. Resolution is 1920x1080. It's been like this for some time - it's not recent. Highest fps I see is maybe 40 with OpenGL. But DirectX graphics just look bad, with shimmering and wavy, moving lines on tracks.

Firstly about the directx retail or debug, I think you have to have a directx sdk installed for that to be there. You would also have directx in your control panel if have an sdk otherwise you won't find it. Next have you checked your Nvidia control panel and made any changes, is the logo spinning nice and does it look good and not blurry.
After that I will say that the graphics can sometimes reconfigure when you start nr2003 and reset the graphics to what the computer thinks is good. You might want to click on Configure 3D Graphics after starting nr2003 and either change it to dx or leave it open gl but change the resolution to 800x600x32 and then you have to also check the ini. files that you made any changes to because at least one of them could have changed. Try that and see what happens.

I can say this, the open gl back then was not good, try to work with the dx.

A little trick I learned was to right click, proprieties, and then disable full screen optimization I believe it is. Maybe give that a whirl.
