For those who are looking for increased FPS and performance I disabled "High Precision Event Timer" in services. It's a tool in Windows which can be used to synchronize multimedia and provide smoother playback for your computer. However, when it's on when gaming, this tool will take away the precious calculation power of CPUs and severely hurt game performance. It worked for me.
