There isn't. There's GN55 and GN63. That so-called GN60 is just a carset for the BR Hobby Stock mod using its Sled body.
It all depends on what you consider a mod to be. Mod is short for modification, any change to the original content of NR2003 can be called a mod, whether it be a carset, new track, or just a new paint scheme.

I couldn't tell what kind of car it was, but in fairness, it is a crumpled up mess. ;) Through a little research, it looks like it's the Chevy he drove in the 1961 Daytona 500. I only painted a couple of cars from the '61 season (this isn't one of 'em) but I did make the template layers for the 1961 Impala, (GN63 mod) so that should be helpful. Also, I do have that Pedrick pistons logo on the door.

edit: Ooof! Looks like it was a 1960 Chevy, though it was driven in 1961.

No.
It all depends on what you consider a mod to be. Mod is short for modification,

Is it? Ladies and gentleman of the jury, I present the following.

Surely when referring to a "mod", the usual parlance is with reference to a "model set"; which is what the various templates and skins sit upon.
Also: "Blender's comprehensive array of modeling tools make creating, transforming, sculpting and editing your models a breeze."

“When I use a word,” Humpty Dumpty said in rather a scornful tone, “it means just what I choose it to mean—neither more nor less.”
“The question is,” said Alice, “whether you can make words mean so many different things.”
"The question is,' said Humpty Dumpty, `which is to be master-- that's all."

- Lewis Carroll, Through the Looking-Glass, and What Alice Found There (1872)

I do not think that the word "mod" means what you think it means. Otherwise a "mod" could be short for a veritable cornucopia of words.
