Ok so I just made a scheme like usual take the temp, import it to pixlr, then export it as a png, convert it to tga, and then put it in the exports-imports folder. I booted up my nr and then when I went to add the scheme it didn't show up it just froze the game for about a half a second. Any ideas?

Try using Gimp or Paint.net, as they both are free and able to handle saving files directly as TGAs. The process you're using is more than likely not saving the file correctly, so the game isn't able to read the file correctly.

Make sure the template is 2048x1024 resolution when exporting as instructions state on one of the template layers. If you are importing the template and exporting it and the resolution is not a a power of 2 resolution that will not work for the game.

Also as Jacob 62 suggested use an application that supports native TGA export such as gimp, affinity photo, paint shop pro, or photoshop. That way there is less room for import/export errors.

Nah I Personally Hate Those Workflows.
