Championship mode, possible to swap skins and edit ratings?

As title, is this possible? And, if so, how does it work and do I need an off game program for it?

Yes, it's possible. Update the .tga and import it to that car. You can change ratings between races and even between sessions. For example, you can run qualifying, save the results, alter the ratings, then run the race.
