There really isn't much restrictions here. We welcome everyone who wants to contribute to nr2003 community to post their files and show what they can do. But however there's some only like 5 threads and a couple of categories that only the staffers can add too. Other than that it's like any other forum really where you can post and upload as much you want to as long it doesn't go againt the ToS.

As for privileges..I am seeking a fictional paint scheme to be done, however I do not have the privilege to post within the paint scheme request section. Possibly I could post a topic in another NR2003 category and just have it moved to that section?

We have it set to 10 forum posts before you are able to request our great painters to do a scheme for you. This is to keep no posters or in-activity on site tieing up the painters before active members. Thanks for your understanding in this topic. We have way too many people sign up in order to just take resources and never post a single thing.
