I'm editing my Daytona Rising track so that the AI will run around the outside by the wall like they do in current plate racing.

I've edited the .lp so they run up there, issue is, the bottom still has more grip so it's still technically faster.

I saw someone on the NR2003 reddit say he got multigroove racing by editing the grip in the .ini file, but he didn't state what lines.

What do I have to edit to give the outside some more grip?

No.
Check these:

track_asphalt_grip
track_concrete_grip

If there are multiple surfaces used (they might have used the same mip so they might look the same) then you will want the outside with more grip.
Values >1.0 means that there will be more grip out there. Again, check where the surfaces are. Your labels might be different.

To give the groove up by the wall more grip, this would have to be done in Sandbox. The "concrete" surface designation has the most grip of the 3 possible surface options (asphalt, concrete and paint). So you would need to make that surface up on that outside lane concrete and the surface down on the inside needs to be designated either asphalt or paint. (I would probably recommend staying with "asphalt" as the "paint" surface can be a bit too slippery. )

Once you have done that, you'll next need to adjust the grip levels for those surfaces in the track.ini. The A.I. will still trend to gravitate to the bottom, so you will really have to make the grip levels significantly higher for "concrete" over those of "asphalt".

Then it's off to doing hours of testing and adjusting until you achieve the results you desire.

(The above are some of the many reasons why there are so few people making tracks for NR2003.... it can be very time consuming to do it right.) :)
