Tips/Help to create Blurred star on Nadaeu's 2003 ARMY paint scheme

Recently, I've been trying different methods to recreate the blurred or smudged part of Jerry Nadaeu's 2003 scheme but I haven't gotten any good success.. So any tips or suggestions would be appreciated.

(pic of the car below, it's the blur or smudged star look next to the star and behind the car number)

Looks like 2 or 3 layers needed, first being a yellow to black fade, next layer is the yellow blurbs next to the white, then use the smudge tool on them towards the rear, lastly is the white and smudge it towards the rear.For that bit of black near the bottom of the 1, smudge it back from the black towards the 0. That's how I would tackle it, but I'm sure there are other ways to do the same thing.
