This may be the best or closest thing to rF Central but has working links...simple translation and some of the pages came up in english for me...

Several sites stepping into rFc shoes
I think they've been there, but are becoming more prevalent and used since RFC's dropping of the ball.
I edited the posts that have the Formula E cars and tracks, the Paris track is at No Grip.
