So I'm trying to set my rend_dxg file to look like this:
[3D Accelerator Analysis]
PolyRate=363.14
AnisotropicLevel=0
TextureSetSize=-1
BitsPerPixel=32
TestedFullScreen=0
Height=1080
Width=1920
vSyncMode=0
MipMapLODBias=-0.50
BestStampVOffset=0.50
BestStampUOffset=0.50
UseStencilBuffer=0
MipFilter=2
MinFilter=2
MagFilter=2
Renderer=nvldumd.dll
Version=Product 26 Version 21.14 Build 4292
Vendor=NVIDIA GeForce GTX 1050

However, any time I open a race, it automatically changes to
[3D Accelerator Analysis]
PolyRate=3297.36
AnisotropicLevel=2
TextureSetSize=-3670016
BitsPerPixel=32
TestedFullScreen=0
Height=1080
Width=1920
vSyncMode=0
MipMapLODBias=-0.50
BestStampVOffset=0.50
BestStampUOffset=0.50
UseStencilBuffer=0
MipFilter=2
MinFilter=2
MagFilter=2
Renderer=nvldumd.dll
Version=Product 27 Version 21.14 Build 5167
Vendor=NVIDIA GeForce GTX 1050

This leaves the game looking extremely blurry. How do I stop this from happening?

In your Nvidia control panel make sure "Override" app settings is selected for NR2003

Let the config do it's thing. Then go back and copy your updates in, EXCEPT for the bottom two lines. Leave those in.
When your GPU updates new drivers, you'll have to do this process again. Just make a copy of your version now, then when it updates (when it runs the NR2003 config) just go back and copy your settings back in again, except for those bottom two lines.
