I have some questions on how to better AI qualifying

1. What should I do when some AI don't qualify and have "--" next to their name instead of a time?
This only happens at certain tracks for me and what will is there will be a few cars that qualify and then the rest of the field won't have a time shown

2. How do I get slower backmarker AI cars to qualify worse?
I've done literally everything to make the backmarkers qualify worse from decreasing aerodynamics stats to 0 and making their qualifying and finishing 0 stat
and yet somehow they still qualify in the midpack to in the teens. This is a little annoying because this pushes good drivers into the top 25 or 30 when the backmarkers
qualify in the top 15 to mid-'20s and they somehow manage to stay there even with crap cars a crap team and cars behind them that are faster.

1. The only time I recall ai not qualifying was at Lemans, a long track, with Pit Stop Frequency set at 4x. The ai would run out of fuel before they could complete a qualifying lap.
There may be other reasons, but I don't recall any instances other than the Lemans problem.
I would need more specific information, i.e. the specific track and the track.ini (original or modified) to start, and possibly other details such as ai ratings, fast setup (if not original), or whatever comes to mind during the troubleshooting.

1. The AI cars that don't set a time are likely crashing on their laps. Start by lowering the qual_modifier (I think this is the value, I'm not at my PC and don't have the files in front of me right now), which should bring down their qualifying pace. If this doesn't work, I'd lower the line modifier and/or increase the slipcurve to keep them on the track better.

2. You can widen the spread between your fast and slow cars in the Papy AI file. Start by increasing these values:

vehicle_aero_to_aero_drag
vehicle_engine_to_engine_power
vehicle_chassis_to_traction_circle

I think this also makes your fast cars even faster, so use small increments.

I feel like #1 would also happen if you have more cars on the roster selected than there are spaces for on the track (not every track can accommodate 42 ai plus the player car). It seems like the game just randomly kicks extra cars rather than qualifying everyone and kicking the slowest, but I never looked deep enough into it or how ai qualifying works to figure that out for certain.
