I'm trying to use the Pocono Brazil scene, but I don't know how to make the tires look like they're turning, like in the preview image for the download... any help? (Especially Adam, since you made it). I am also having trouble getting the higher quality reflections like the ones on the preview image (Image Below with Dodge).

Well, first of all, WHEN are you people going to start reading the readme files?!?!
It says right on the main download page to read it. In this file it tells you how to get the wheels to "spin".
I just downloaded it and did a render and it came out great.

BTW, I created this scene. LOL!!!

Hahaha thats just me being an idiot, my apologies buddy! Its a spectacular scene and I love you and Adam's work!

If this isn't working for you, I don't know what to tell you. As I mentioned, I downloaded it myself
and did a render and had no problems. I even had a friend do the same and he had no problem.
I assume you are using 3dsMax9 with the Brazil rendering engine...

I was able to get the blur to work by messing with my render setup settings. I'm using 3ds Max 2017 Student Version, so I wasn't able to use Brazil. The result looks pretty good!

Well, that's your problem, Max17. This was designed for Max9 with Brazil.
Did you read the Readme file??? It tells you in there that Brazil is REQUIRED!
Brazil stopped supporting Max after 2011. Another reason you're missing the ground shadow.

I did read the readme file, and I am fully aware of the fact that it is a Brazil scene. I was told that even without it you can still mess around with it until it works. I got the wheels to turn without any Brazil software, only based off of present plugins with the software. I'm just looking for someone who is more familiar than I with the program that would know where to look in the lighting settings to make the shadows work.
