I'm not sure I totally understand what you say happened by the limited info in your post.

1. Did you create a track in Sandbox and are now trying to pack the dat in Winmip2?

2. Were all of those mips in your unpack folder when you tried to repack it with Winmip2?

We need more background and info here.

1. Yes, I recreate North Carolina to Hawaii.
2. Yes, I tried to repack them over and over and over, and nothing works.

So you unpacked North Carolina. Then what did you do to it?

Did you load it in Sandbox and make all sorts of changes?

One thing at a time with many saves in between...my general advice...mind you that I don't make tracks

Yes, I use Winmip2 to do that, and tweak the track a bit.
And as for the Sandbox, I did make changes.
Okay good.

Did you add any objects and tsd's?..... and did Sandbox open the track again after you added those those things and did a save? If so, which 3dos and tsd's ones did you add?

It appears to me that one or more of the 3dos you added do not have all of the related mips associated with it. It also appears that you're missing the "Hawaii.mip" and the 6_Hour Energy_400.mip" in the trackmat folder.

Once you've made changes to the North Carolina track in sandbox and renamed it to Hawaii (or whatever name you have given it) you can no longer repack that track with Winmip2. You'll have to pack the dat with the NR2003 Track DATer05.exe or Makedat.
