Put up a pic of the lock out page, I wanted to see if it looks familiar, I do remember getting around one of those pages, my problem is that it hasn't happened in awhile and I'm forgetting what it looked like and it did happen on chrome on my phone when I had to download to it because I didn't have WiFi on my computer yet.

Well that does not look like the page but you said you have mcafee, you should be able to go into mcafee and allow sites and deny sites I have mcafee and will take a look it did expire but I will check, also you should have smartscreen and also smartscreen for microsoft edge turning off smartscreen might work, windows defender might have allow and deny also, I did not look into it yet.

smartscreen is like a filter that blocks sites it thinks are harmful, do check for it.

Try it on your phone, download and hook up by USB and transfer to your computer, I did that for a long time before I got wifi.

@SteveMack I didn't know you could download files on your phone. I have an Samsung Galaxy A10e. When you do download it, where do you go to access it?

You should probably just go to the site and hit download and after that, hook up your charging USB cable to your computer and on your phone you should get a prompt asking you if you want to charge via USB or transfer files, you hit transfer files and you should see a window open on your computer with your phone name, click on that and go to your downloads and find the file and either copy and paste it or open the zip or RAR and put it in your car folder. It's real easy once you get the hang of it, I have android also.
