When you say Metallic, do you mean the old "SHADING" layer or a "Metal flakes" effect?
I believe that adding noise as martinrace has suggested will achieve the latter.

I found so many of those layers for old mods in my archives.

Metal flake effect is what I'm going for
I have some for the MENCS19 mod I "borrow" form a couple of templates but haven't found any for the other mods CWS15 or NXS20 / NXS17

In that case, don't be afraid to experiment with noise and sharpening. Trust me I am not too skilled with photoshop/paint shop pro, and I can manage that.

I just did a car using noise to create metal flake
So I stand corrected; as much as I don't mind the metal flake I guess it's really the shading metal effect I'm looking for
Similar to what is available on the SNG complete template
