I tried the window mode. It didnt seem to help.

Yes, hello. I am person who coded mod.
1. If i remember right, the last 2 LOD's are without animated wheels. What you see in the screenshots is what happens to the cars at the furthest 2 distances. Which should be at over 40 metres from the camera unless you're running low graphics settings on the car quality.
2. the lower you go on the graphics settings the lower quality cars you'll get. high starts at LOD1, medium at LOD3 and low at LOD5 (or something like that) which even at medium is a signifficant loss in car quality. Game is from 2003. any PC these days should run it. I tested it with default gasme tracks and some heavy fps revamped ones as well (daytona 2010) . It worked fine with full fields. The track you're showing, broke my game every single time. And that never happens unless there's broken stuff on it or over the top detail that the game can't hande.
3. use the d3d8.dll to improve quality. You can find the file in a youtube link if you look up: NR2003 dx9. All you need is to add the d3d8.dll in your NR2003 folder. Nothing else.No re-shade. That should improve your quality.
4. The reason why the mod is losing quality with distance is to improve performance. The models are pretty detailed and it took ALOT of time to get the game at a playable level without taking too much detail from it. And i did take IMO ALOT of detail from it. MENCS17 should show you how much is missing. I even added textures swapping to lower quality ones with different LOD's to save fps.
*forgot to add: there is no fix to the last LOD unanimated wheels setting. That is something only the person who made the mod can change. and i'm not touching that again.
