C3PO is the worst character in the Star Wars universe because as a whiny golden nutcase, his problems are frequently sorted out by everyone else. Arguably the best characters in the series in terms of resourcefulness are R2D2 and Chewbacca and they don't actually speak.
Jar-Jar Binks while being completely annoying, at least tries to be something of a diplomat and a patriot for the people of Naboo. I think that he is unjustly maligned; and this is made all the worse due to rampant speciesism which goes largely unchecked in the universe. Jar-Jar at least has some redeeming qualities; where as C3PO does not.
