Game resets itself, now refuses to start

After a windows update, Nr2003 someway reset itself which at the time, didn't really bother me. Today I opened it again to test a car I'm making to see itself be reset yet again. After crashing, NR2003 will not get pass the Papyrus start up and would close. Has anyone else ever had this problem? If so, what do I do?

Let me guess, windows 10, might want to try the exe posted here to see if that helps.

So what was the problem, share so others might need to do the same thing.
