To curve text using Photoshop.
Following these steps.
1. Create the curve you want, using a circle or ellipse.
2. Select the text you want from your font menu.
3. Once desired font is selected, place your text cursor on the edge of the ellipse you created.
4. The text cursor will change when you hover above the edge of the ellipse.
5. When the cursor changes, click to apply the text to the curve.
6. Type your desired text.
7. Hide the layer with the ellipse.

If you are not using the text font, and your text is simply pixels.
Then you'll need to use the Edit/Transform/Warp function.
That will also do the trick, but you'll need to practice with this tool a bit.
And it doesn't hurt to make a couple of parallel ellipses to act as the upper and lower guides for the text warping.

This Palatine logo is an example of text that has been warped...
