You don't have to download it, you use DOS "language" in the command prompt.
1. Start by placing the n4cam.exe in the track folder of your track
2. Start the Command Prompt and you should get the black window where it says C:\Users\"your username". Type in cd.. and hit enter and it should say C:\Users. Type in cd.. again and you should be at C:\>
(cd.. moves you one step up in the folder structure) Just remembered, if you have it nr2k3 installed on another harddrive you can type d: (if it's on d:) and it'll switch to that hard drive
3. Next step is to navigate to your track folder. If it's C:\Games\Nascar Racing 2003 Season\Tracks\Carsland you'll have to type first cd games and you'll go to the Games folder, then cd Nascar Racing 2003 Season etc etc.
(cd "something" moves into the folder, ie moving down in the folder structure)
4. Once you're in the Carsland folder you type n4cam carsland.cam carsland.cam . n4cam is to start the program, blue carsland.cam is what it loads when it starts and orange carsland is what it saves to.

When it opens it'll have TV1 Camera 1 loaded and at the bottom you'll see what different keys do. For instance t moves you to TV2 Camera 1 and a + moves to the next camera so if you first hit t and then + you can edit TV2 Camera 2.
To edit a camera you hit the number starting the line that you want to change. If you want to move the camera up a bit you hit the 3 key and then type in a new value (in meters). Row 5 is where you choose which type of camera it should be: 0 is a regular camera that zooms, 1 is a fixed camera and 2 is the spectator camera (fixed location and no zoom but it will turn to follow cars.

The Pit cameras uses X and Y coordinates (found in lower right corner of the main window in sandbox), all the rest uses dlong and dlat.

step 4 wont work, should i rename "carsland speedway.cam" to "carsland.cam" ?

No, just change step 4 to carsland speedway.cam for both the blue and the orange part. I don't think I've tried making a cam with a space in the name but it should work.
Try something crazy like moving one of the pitcams 500 meters up and make sure the cam file saves as it should.

If you change the name of the cam file you'll have to rename the track to the same thing or nr2k3 wont use the cam file.

EDIT: turns out I was wrong, n4cam does not like spaces in the trackname it seems. You'll have to temporarily rename the track folder, .dat , .ptf and cam file to carsland but once you're done you can change it back.

Yeah, underscore is ok (I just tried it :))
As for what to put in, the pit cam values in the image should get you in the ballpark.
For the TV cameras the best thing is to open up sandbox and see at what dlong/dlat you want each camera and where you want them to take over. Put those values in n4cam and then tinker with Elevation after watching it ingame. In my example I put Tv1 Cam1 outside turn one so it'll cover everything from it's takeover point (10 meters after sf line) AND also the distance after it's position until TV1 cam2 takes over (yellow arrow) and then the same for the following cams.
In the lower left of the pic I included what angles nr2k3 are using to give you a good starter value if you want to try some fixed tv cams

Random thoughts:
Remember to always make sure the take over distance has the - in front, otherwise it'll be a headache trying to figure out what's happening lol
Keep the cameras in chronological order (cam1 at 500 dlong, cam2 at 1000, cam3 at 1500 etc) and you'll avoid another headache trying to figure out what's happening.
Keep Angle of Vision something other than zero for any fixed cams, it'll look weird and you'll have no idea what's going on. (speaking of AoV, wider makes cars looks closer)
When n4cam says t: switch tv it's not kidding. After having added some text in the attached image I had caps lock on and suddenly it wouldn't switch between tv's anymore. Lowercase is the way.
It's a good idea to save a replay of you and/or the AI running a few laps, that way you wont have to start a new session every time you want to check your adjustments.

Things did work the same in cam-edit (except for the ability to create new spectator cams) but now that I tried to open it for the first time in years it doesn't want to open, says it's missing COMDLG32.OCX or one of it's dependencies.

Are you trying the edit the spectator cam? If so cams taken from the default tracks all have the spectator cam locked. I have this old cam file that was unlocked and it has a ton of extra cams to start any project. Just remove the cams that you aren't going to use and edit the rest. Base_cam_4_editing

Which of the cameras is it and what do you have it set to? (turns with zoom, fixed or spectator)
If it's turns with zoom it's Zoom at Range start, at camera position and range end that should be adjusted.
If it's fixed or spectator it's Angle of vision.

If it's still not working I can have a look during the weekend. :)

ok i might try playing around with that, and its all the cameras on tv1 except for camera 1, thats the only cameras im not entirley pleased with. if im still havin issues ill let you know

ok i still cant seem to adjust it to my liking, i might need more training on how to use n4cam or something, but im just trying to have it to where its not so zoomed in on the cars.

I've tinkered a bit and here's the results.
As for what I changed:
Tv1 cam1 on row 5 (type) had the value 87, there is no such thing, It can only be 0, 1 or 2. (Guessing that came when you tried to adjust zoom at rows 7 and 8)
It also had a Zoom at camera position value of 300, that's way to much. Typically you'd want the zoom to be somewhere between 0.02 and 0.3 at most, commonly it's between 0.05 for zoomed out and 0.15 for close ups.
The main culprit however was that you'd forgotten the - in front of a couple of your Dist camera takes over (row 4) (been there, done that more than I care to remember lol). What happened was that it tried to display more than 1 camera at the same time and then it just gets confused and makes stuff up.

You can have it without the - in front (for instance if you place a fixed camera at the exit of turn 2 looking down the backstretch) but then it would only be like 5 meters after the camera position just so that you don't have to wait a long time for the car to come in to view.

currently plan on making another minor update, simply changing the placement of the pit stalls to the inside wall of pit road opposed to the outside wall (ive seen some ai issues and hope this will fix them)
