Can't uninstall nr2003, nor install it

Anytime I try to install nr2003 via this video,

, it gives me the error "an error occurred while launching the setup. the remote procedure call failed"

I tried getting rid of my nr2003, and I stupidly tried deleting it manually, so now it still shows up on my control panel, but it won't let me delete it, with the same error above, but it says "while uninstalling"

I'm lost

Stark reality, you may need to delete everything related to NR2003 manually, then edit your registry to remove every instance for registry keys in order to get rid of it all. Editing the registry is not hard, but you must be careful, make a backup of it first, then take your time and search for anything relating to the game. It'll be time consuming, but possibly the only way to overcome this issue.

I got everything related to Nr2003, Papyrus, and NASCAR, but still same error. Are there any that are sneaky and don't appear under the prior 3?

Trial and error, you looked in the software tab, correct.

if it's Hkey-current-user than software, then yes.
Also I remember there being some "defaults" next to some of the nr2003 files, but I didn't delete those, could it be them?

I searched every single one. The only thing I can think of, is some stuff called "default" that were next to some of the nr2003 files that I lost track of.

I should add though, that now when I run autorun, the "play" feature is blocked and "uninstall" has been replaced with "install"

Also rereading my initial post, I realized that I'm a bit misinformative so here's the full thing.

For a while I couldn't drive, game would crash. I looked into the issue, found the usual fixes, but none worked. I thought since I did an awful job of installing Nr2003, that I should reinstall while I'm at it, backed up my paint schemes and mods, and instead of using the uninstall wizard, simply deleted the Papyrus folder. Eventually I realized I messed up, but up until now, I still get the same error while trying to run set up, "the remote procedure call failed". I tried the extreme method, but the only difference now, is when I run "auto run", it treats it like Nr2003 isn't on my pc (which it should), blurs out "Play", and changed "uninstall" to "install".

I'm assuming you have the game disk, there's a no cd exe at hobo racing for win 10, the 3.7 mb one, not the larger one. They say you don't need to disable the dep with that one. I don't know , i run win 7 pro.

OK so I got it working in a pretty unconventional way so sorry to anyone using this thread for guidance, but does anyone know the general files on your compute when nr2003 is working? Like what should be in NR2003 (series, tracks etc.) and where I can find quality versions of them
