Im no expert but have a look into where you have installed NR2003, look for a file called " rend_dxg " .
In there open with notepad and change and save so it looks like below. time to time the game resets this file eg; video driver update. should be good to go. may save a copy of this changed file and put it somewhere to use as a reference as it will happen again sooner or later.

Have a look in the file called rend_dxg . its in the NR2003 install folder. check that your is set to AnisotropicLevel=0
and TextureSetSize=-1 thats -1
that sounds like your problem, just had to redo mine after nvidia driver update.
The game resets these settings after updates, if you see a black screen with multi colored writing when you are in game that means that file is being reset back to default and you get blurry graphics.
If changing these settings fixes your problem, copy and save that file so you can use it as a reference when it dose it again in future.

Did you have a look in the rend_dxg file to see if those settings had changed?
