And easy one too.
Sandbox is not as difficult as it looks, however, that doesn't mean it's not tedious as hell sometimes. It looks scary, when, in reality, it is not. I did a youtube miniseries showing my general working practices ... awhile ago. Don't remember how long ago, but you can download the track I did on that stream in the descriptions of the videos.

I'd make an addendum to that; a version of Sandbox that had an easier time supporting high poly objects with reflection maps (or multiple different reflection maps per track) that didn't require you to jump through some really bizarre as hell hoops to load tracks you're working on.

Basically, when working on Zanarkand, I'd have to reload one instance of every object on the track on a blank track file *before* opening the Zanarkand PTF. Thankfully, there aren't that many different objects on the track, but this could get out of hand really quickly on other tracks. This also could admittedly just be an issue with it on my current machine.

would love to see an updated Late model mod, a IMCA asphalt mod, and updated outlaw mod.... short track mods need some attention. I wish I could do it

Mod: a NASCAR Kart Racers type mod. Would be funny to see stubby cars like that in a racing sim.
Track: More Daytona USA tracks. Literally any of them from any game.
Thing: I know it’s impossible, but I wish to see proper music in menus (Main Menu, Track select, etc.)

Funny enough, it IS possible to get menu music to play on the main menu...

...but only for the first time launching the game in a session.

I forgot the specific file name you need, but there was a splash screen/menu music mod combo made by someone on Twitter a while back that parodied the old "Windows XP Gangster Edition" video on YouTube. Can't seem to find it anywhere on my computer anymore...

I know this, I made one with Daytona USA music a while back.
Im talking about having it work consistently and have it work in other areas in the game (preferably with their own files)

Funny enough, there exists a filename for the race weekend screen - uiweekend.pmf - but it doesn't work. Any WAV file turned into uiweekend and stuck into the sounds folder just won't play.

Wonder why.

odd, i dont have that file
You have to create it. It's like creating a new main menu, garage menu, or postrace screen - export a .wav file at (whatever hertz it's supposed to be) and then rename it (and the extension) to uiweekend.pmf before sticking it in the sound folder.

Again, it generally does nothing and I don't know why. Wonder if there's some line(s) of code in the .exe that need to be tweaked first - but that's above my pay grade.

Extract the original uicredits, uiendevt, or uigarage pmf files. Change the file extension to WAV and use a program like Audacity and open the file. Also open the song file you want to replace it with. Copy the song data OVER the uicredits, uiendevt, or uigarage and export to WAV. Change the file extension back to pmf and make sure it's in your "sound" folder and it should work. For whatever reason, making a WAV from scratch does not work, however using the existing sound file does.

Right, I know all that. I'm saying that, out of uicredits, uiendevt, uigarage, and uiweekend, uiweekend does not work.

Not mod and not track, but carpack
How about celebrate easter with Stations of the Cross car set.
Cars numbered from 1 to 14 decorated with the image of a given station, and rear bumber with name of station.

Mod: TPTCC/JGTC but with damage physics
Track: More real-life japanese tracks, like Fuji, Autopolis, Motegi (in it's circuit version), etc
Thing: Championship points never go to a specific car file (like points go to whatever paint scheme was used in the race) but to a specific racer (practically impossible, sadly)
