    Try "ai_squeeze_pcnt". As more you increase that number, as more your AI's will spread.

    I did copy a setup I had already from another Lime. It's a Sim, so same I'd do as well in reality, caring for a car that works for me. Tire temps are such a thing in NR03, if you have red numbers all over, you can't drive actually.

    Over "pace_speed_limit_mph" you can increase the pace lap speed to make cautions quicker.

    As for solely road courses in my case, this is my choice of tracks which I just have prepared for my offline season. There would me many more of course, just a present choice.

    I can't say for sure because I work with Cinema 4D, but your tires have for sure a wrong mapping. To change that might help.

    ai_squeeze_pcnt is surely one of the mysteries in NR03. Lots of explanations about it around. My own experience is it spreads the field of AI more or less. I think you can bring the AI with plenty numbers out of control if they are choosen obscenely as you say.

    1.5 drafting value is pretty high, imo. I'd low that to 0.95 - 1.20, how could they plate if you give them such a big distance? Keep ai_squeeze at 0.0 to hold the field together. To reduce crashes: ai_wall = 50-100, ai_slipcurve = 0.50 - 1.0 and ai_dlat_pad to 1.0 (ai side distance) for such a...

I can change of course everything on the model, but the question is what the game allows. however, your thoughts on this are interesting, it should be as close as possible to the reality.
