    NR is old and dx8 is not well supported on new graphics card. You can try to apply reshade to it, as that will bring the game up to dx9. Also make sure your car pitcrews are compressed, and small files. Also, the game wasn't made to accommodate the high res pitcrews that custom cars have, so...

    The RAM will allow you to load more cars and stuff, but probably not improve performance. It's like a really smart person who can remember 8000 numbers for a second, but can't run a race because he is unfit.
